In a demo  at the General Services Administration, the government agency that
sets federal policy for information-resources management, the IRS showed
about 170 representatives from a variety of agencies how a visually impaired
person can fill out a PDF-formatted "talking" 1040 tax form downloaded from
the IRS Web site.
