People with Disabilities Employment Program Information Bulletin December 1998 - California Relay Service In California, specially trained personnel are available 24 hours a day, 7 days a week, through the California Relay Service to allow deaf or hard of hearing people using a TTY (telephone device for the deaf) to communicate by phone with anyone. How it works - The hearing impaired person calls the Relay Operator using the TTY. The Relay Operator places the call and speaks for the caller by reading the TTY typed messages. When the other person responds, the Relay Operator types the message which the deaf or hard of hearing person reads on their TTY. There is no extra charge for the relay service.
