Oh boy.  Yep, the time for discussion on the Plan for Certification was
spring 1999, when the Plan and Rationale were sent to the RE-PSG.  The Plan
has been in the hands of the PSB to implement since June 1999, with some
time since devoted to checking on some issues before moving forward on the
exam development full speed.

While there is certainly overlap between what a RE and RET do (perhaps a
lot), there are some differences to what each brings to the table and what
each should be expected to do.  And thus, what each would be tested on.  I
think that has been the feeling over the past several years at the
Conference, and the Task Force that worked on producing the Plan for the
Board of Directors during winter and spring 1999 agreed with.

As I wrote during that discussion period during spring 1999, there is
probably something for everyone to "not like" about the Plan.  However,
each aspect of the Plan was discussed in the Rationale, and in the end the
Survey indicated strong support for moving forward as drafted.

So I think it would be best to concentrate on coming up with the best RE
and RET questions we can, and getting them in by the new due date of 08/31.
That way, the test devel committee of the PSB will have the best material
to work with, and can compile the best exams possible.  And I agree, it's
best to devote the time to it necessary to produce exams that are going to
be of true value.

Aside...
It's my understanding that there were a healthy number of questions
generated for both the CRE and CRET, but there were simply not enough of
each to be able to get the 2 exams ready for October.

again.  I agree that we should just get busy and write some GREAT questions,

Greg,

Thanks for the question.  The process is generally as you understand with one
or two clarifications.  Leaving all deadlines aside for the moment, the exam
development process is as follows (this is the same process we used to
develop the ATP/ATS test).

1. Test Specifications are written - the specification outlines the topic
areas to be covered and the depth of understanding which is expected of a
person practicing in the field.  (For example an ATP is "expected" to know
Anatomy; the depth of knowledge is much less for an ATP than for a surgeon.)
      In the case of the CRE/CRET test, DRAFT specificatios were written by
the Test Development Committment in the first meeting.  That Draft was read,
reviewed, commented on and verified by an additional group of 12-15 RE/RETs,
during and following the conference.

2. Once verified the Test Specifications are distributed to a wide group of
people in an Item Writing Drive.  At the conference we asked for volunteers
to write items.  The request for persons outside the committee to write
questions is the norm, not a strategy we used due to tight time lines.
Ideally the Item writing drive yields a large number of questions, from a
variety of people, covering all topics in the test specification.
    Our Item Writing Drive was begun after the conference and the packet
include information on writing items; as well as, a copy of the test
specifications, outlining the areas in which we needed questions.

3. All items from the Drive are collected, coded (topic and difficulty) and
brought back to the Test Development Committee for a Test Construction
meeting.  Each question is reviewed (accepted, revised (which may change the
topic in some cases) or rejectec).  The accepted items are reviewed against
the Test Sepcification and any "holes" are filled by the committee drafting
specific questions.

4. The committee's draft test instrument is reviewed prior to final print.

5. Accepted instrument is printed for adminstration.

We are currently in the Item Writing Drive Stage.  We need the PSG to write
items.  The Committee takes the responsibility to determine quality, depth,
need for revision.  The more itmes we have, the better.  The more people who
contribute (even just 5 items), the greater variety we have to choose from.
Let people know, do not let the blank paper intimidate you.  Write down 5
questions, you would like to see a new staff member answer correctly, beofre
you will let them work independently with a client or in a shop.

With regard to Simon Levine's question, we have not recieved the raw number
of questions needed in each area (100 quesitons needed in each group CRE and
CRET).  We have not yet evaluated the questions to determine differences in
the two pools.

RESNA needs vounteers to review papers for Reno (Nevada, not Janet).  Please
read the following solicitation from Rich Simpson, Scientific Program Chair. 
This is an easy, but important way to be involved with development of the
conference.

Hi All,

The deadline for submitting papers for the RESNA conference is approaching
(Friday, December 8, 2000), which means that soon we'll be needing
volunteers to review papers.  NOTE THAT THIS IS A SEPARATE REVIEW PROCESS
FROM THE CONCURRENT SESSION REVIEW,which happened earlier.

We are going to need both Reviewers and Topic Coordinators.  Basically,
Reviewers are responsible for reading and scoring individual papers and
Topic Coordinators are responsible for collecting and organizing the
feedback from Reviewers.  We will try to balance the load so that the work
associated with each job is about equal.  The total time commitment is
usually around 4 hours, and ANY RESNA MEMBER CAN VOLUNTEER, including
student members.  You can volunteer even if you have submitted a paper for
review.

If you have any questions, feel free to contact me, Conference Scientific

Here is more information about the responsibilities associated with each
role:

I just wanted to make sure I understood what has changed here.  SIG's no
longer review papers, is that it?  The SIG and PSG chairs are not going
around separately to round up reviewers.  "Topic Coordinators" (who could be
SIG chairs, if they volunteered for it) have taken on some of the
responsibilities of SIG chairs.  Now it's just a general call for reviewers
on these "topic areas?"

Hi,

Sorry it's taken me so long to respond.  To clarify:

* SIG's no longer review papers, but the topic areas are groupings of
related SIGS and paper reviewers will receive papers that are relevant to
their particular SIG.
* The SIG and PSG chairs are going around trying to round up reviewers but
it is a more coordinated effort than previous years
* Topic coordinators do have many of the responsibilities that the SIG
chairs used to have, but you don't have to be a SIG chair to be a Topic
Coordinator.
* It is a general call to be a reviewer, but people can specify which topic
they want to review under so there isn't much difference than previous
years.

Really, the primary reason that RESNA switched to a small number of topics
that spanned multiple SIGs was to simplify the process of organizing papers
into sessions.  The review process is almost identical to previous years.

If anyone has any more questions, feel free to ask.

IT ACCESSIBILITY RULES PROPOSED

The Federal Acquisition Regulatory Council has proposed rules implementing
the law that requires information technology to be accessible to the
disabled. By statute, federal agencies must ensure that the information
technology they purchase, develop, or use is accessible to disabled
individuals to the same extent it is accessible to those without
disabilities, unless it would cause an "undue burden" on the agency. The
recently issued rules propose to change the Federal Acquisition Regulations
(FAR) in several ways.
First, they provide a "micro-purchase" exemption. This means that if an
agency is buying an IT product that costs less than $2,500, it does not have
to comply with the accessibility standards. The exemption for
micro-purchases has a sunset date of January 1, 2003. The two-year exemption
period will allow IT manufacturers time to come into compliance with the new
accessibility standards.
Second, the proposed rules provide a definition for the term "electronic and
information technology," or EIT. Third, they incorporate the EIT Standards
in acquisition planning, market research, and when describing agency needs.
Fourth, the rules state that "undue burden" decisions must be documented and
included in the contract file. There is an exception to this requirement,
however, if products satisfying the accessibility requirements are not yet
available in the commercial marketplace. Comments on the proposed rules
should be submitted in writing by March 23rd. The proposed rules were
published in the
January 22, 2001 Federal Register, Vol. 66, No. 14, pages 7165-7168.

ended up with a lot of spare parts, service manuals, and some test
equipment. Quest Technologies built a power stair climbing wheelchair (just
to jog your memory).

Does anyone want this stuff, or is there historical value in it?

Broad Industry Support for Office XP

With Office XP retail availability now just a few months away, industry
partners, solution providers and developers also are rallying around the
new desktop productivity solution.

Hundreds of Microsoft Certified Solution Providers (MCSPs) and
independent software vendors (ISVs) already are building Office XP
solutions. Office XP's support of new standards-based technology enables
developers and solution providers to build a broad set of business
solutions on the Office platform.

advantage of technologies like XML, extensible smart tags and Office Web
Components to quickly deliver the custom solutions customers need," said

immediate availability of Reef EveryWareT. Reef EveryWare gives web
publishers the ability to dynamically transform web content for a1 range
of devices used to access the web, including mobile phones, PDAs,

advanced content transformation technology built into Reef EveryWare -
the Reef EveryWare Adaptation Engine - enables web content to be adapted
to the needs of people with disabilities, who may require the use of a
screen reader to interact with websites, for instance.

Reef EveryWare addresses emerging issues of global content management
faced by IT executives and content managers: the steep costs associated
with developing, integrating and maintaining code dedicated to
supporting devices other than computers traditionally used to access the
web. Reef EveryWare lowers the total cost of running websites by
offering support for multiple devices 'on the fly' while eliminating the
need for hard-coding the adaptation of the content for each device.

Now, web publishers can deploy their web content and deliver it to
various web-compatible devices and formats - including PDAs, handheld
devices, WAP phones, internet appliances and PDF print-ready files -
while maintaining only one version of the content itself. Reef EveryWare
automatically detects which type of device is being used to access the
information and dynamically transforms it accordingly for optimum
display on that device. For example, Reef EveryWare allows online
content to be instantly print-ready with no additional software or
filters, lending the web to be a more traditional publishing
environment.

Reef EveryWare also supports technologies to assist those with
disabilities and also supports language translation and text-to-speech
applications. Recent legislation enacted in the US (the Americans with
Disabilities Act and Section 508 of the Rehabilitation Act on 1998)
requires technology vendors interested in doing business with the
government to make more products that are accessible to people with
disabilities. The law also requires federal agencies to make their own
technology efforts and resources, both internal operations and external
contacts with citizens, more available to people with disabilities.
Similar legislation is underway in the European Community.

Mike Paciello, founder of WebABLET in New Hampshire (www.webable.com) is
a pioneer in the area of using emerging technology for providing
accessibility to people with disabilities. WebABLE plans to use Reef
EveryWare as a core component of its accessibility projects for clients.
"Our goal is to create an application server environment that performs
personalization on the fly for people with disabilities," said Paciello.
